Data-Sharing And Privacy Protocols

Scope: Implementation Workplan Crosswalk Activity 4.1: design the learning collaborative framework, facilitation plan and quarterly schedule, including topics, stakeholder engagement methods and documentation procedures.
  • Each session's content uses aggregate, cross-LEA comparison data only. No student-level data is shared or discussed across LEAs.
  • Breaking Barriers and SCCOE review data governance protocols, alignment with the Health Insurance Portability and Accountability Act (HIPAA) and the Family Educational Rights and Privacy Act (FERPA), and Medi-Cal sustainability content before each relevant session, consistent with SCCOE's retained data governance authority over the project.
Why This Matters

Cross-LEA learning runs on aggregate comparison data alone, under SCCOE's retained data governance authority, so no student is identifiable in any shared session.
