The BHPM Quarterly Learning Collaborative
The Behavioral Health Performance Management (BHPM) Quarterly Learning Collaborative is the cross-LEA community of practice for the Behavioral Health Student Services Act (BHSSA) BHPM grant led by the Santa Clara County Office of Education (SCCOE) with its partners. It brings the six participating local educational agencies (LEAs), their eighteen school sites and all project partners together on a regular schedule to examine what implementation is producing, work through shared challenges, and agree on what to do next as the BHPM system launches, matures and moves toward statewide scale.
The Collaborative is where the experience of individual sites and LEAs becomes shared learning for the cohort, and where that learning is documented for the Commission. It does not replace site training, coaching or technical assistance. It is the one channel that operates at the level of the whole cohort.
What This Plan Sets Out
- Purpose And Framework: why the pilot exists, why it matters for students, and why it matters beyond the pilot.
- Where The Collaborative Sits: the three capacity-building pathways of Deliverable 3, and the five channels of support.
- Grounded In Implementation Science: implementation stages, implementation drivers, and the Plan-Do-Study-Act cycle.
- Roles: what each project partner carries.
- Participant Expectations And Norms: who attends, how to prepare, and how the room works.
- Data-Sharing And Privacy Protocols: aggregate data only, reviewed before each session.
- Structure And Cadence: the quarterly rhythm, the session format, planning, documentation and the arc.
- The Six Convenings: each convening's objective, what is live at that point, and the summary it feeds.
- Session Agendas: the four Year 1 agendas, minute by minute.
The Collaborative is the one channel of support that works at the level of the whole cohort, and every session it holds becomes a Quarterly Summary to the Commission.
