Deliverable 04 · Collaborative Learning Group Plan

Where Site Experience Becomes Shared Learning.

The scope and sequence of the BHPM Quarterly Learning Collaborative: the cross-LEA community of practice that brings six districts, eighteen school sites and every project partner together each quarter to study what implementation is producing and agree on what to do next.

02 · Where The Collaborative Sits

Three Pathways, Five Channels, One Cohort-Level Venue

Scope: Implementation Workplan Crosswalk Activity 4.1: design the learning collaborative framework, facilitation plan and quarterly schedule, including topics, stakeholder engagement methods and documentation procedures.

The Three Pathways Of Deliverable 3

Deliverable 3 organizes BHPM capacity building into three pathways. As decisions move farther from the individual student, the information used becomes more aggregate and the audience becomes broader.

PathwayWhoWhat They Do With Behavioral Health Information
Pathway 1School teamsUse behavioral health information within student support and school improvement.
Pathway 2LEA leadersExamine aggregate patterns across schools and act on them through program, professional learning and resource decisions.
Pathway 3System partners: county offices of education, county behavioral health, child welfare and probation, county boards, state agencies and legislative staffWork on the conditions that let school behavioral health systems operate and last: interagency coordination, governance, reporting, financing and policy.

The Learning Collaborative is where LEAs look up and out. It is the primary venue in which site and district experience is translated into the language of county and state systems, where the barriers that cannot be resolved at a school or LEA are named and routed to the partners who can act on them, and where participants engage with what implementation on the ground is showing. The Collaborative is also, by design, where the cohort develops the statewide recommendations and identifies the transferable practices that feed the Training Guide (Deliverable 7) and the Final Report (Deliverable 8).

Where The Learning Collaborative Sits

The Technical Assistance Plan describes five channels of support:

  1. Strategic planning
  2. Professional development
  3. In-field coaching
  4. Technical and platform support
  5. The quarterly convenings

The first four operate at the level of an individual site or LEA. Site-level platform training, led by Impacter Pathway, prepares school teams to administer the screener and read their own results. Professional learning and coaching under Deliverable 3 build the capacities described in the three pathways. The Collaborative does not replace any of these. It is the one channel that operates at the level of the whole cohort, comparing patterns across LEAs, surfacing the barriers no single LEA can resolve on its own, and building the shared evidence base that individual technical assistance cannot produce.

Why This Matters

Individual technical assistance cannot surface the barriers no single LEA can resolve on its own. The Collaborative is built to find them and route them to the partners who can act.
