BHPM · Behavioral Health Performance Management
IMPACTER Pathway supports the Santa Clara County Office of Education's Behavioral Health Student Services Act (BHSSA) project by building the Behavioral Health Performance Management (BHPM) system across six local education agencies and eighteen schools, from the 2026–27 through 2027–28 school years. The project is led by SCCOE in partnership with IMPACTER Pathway, Deveau Burr Group, Breaking Barriers, Applied Survey Research, and Stanford Medicine. Documents progress toward site readiness and cohort composition across the six participating LEAs and eighteen schools. IMPACTER's contribution — the Site Readiness Assessment and the Cohort Readiness Tracker — is due to SCCOE by September 16, 2026, ahead of SCCOE's September 30, 2026 submission to the Commission.
Indicators, Outcomes & Metrics Brief
Seven literature-review sections, a full Behavioral Health Performance Index methodology, an annotated bibliography, and a core-document artifact library supporting the Indicators, Outcomes & Metrics Brief.
Training & Technical Assistance Plan
Defines the training and technical assistance IMPACTER and partners will provide to the six LEAs as BHPM configuration and data-review routines come online.
Collaborative Learning Group Plan
Plans the structure and cadence of the cross-LEA collaborative learning groups called for under the BHPM workplan, led by Deveau Burr Group.
Learning Group Summaries (6)
Six quarterly summaries of the collaborative learning group sessions held across the participating LEAs.
Student Services & Outcome Reports (6)
Six quarterly reports on student services delivered and outcomes observed across the six LEAs, built on the indicator set defined in Deliverable 2.

A training guide for LEA staff on operating the Behavioral Health Performance Management system, delivered in Year 2 of the contract.
