What Deliverable 2 Answers

Scope: The Metrics Brief defines the indicators, outcomes and metrics the program will report to the Commission across its four reporting domains (services provided, students served, service utilization, outcomes and impact) and the methodology behind the Behavioral Health Performance Index.

Deliverable 2 answers one question for the Commission: what should a school behavioral health performance management system count, and how does it know the counts are trustworthy. It proposes an indicator set, organizes that set under the Commission's four reporting domains, and defines the one composite score reported as the program's flagship outcome measure: the Behavioral Health Performance Index.

Seven literature-review sections were compiled under Activity 2.1 between May and July 2026; the stakeholder engagement record is Activity 2.2; the index methodology is Activity 2.4; and the brief itself, version 2a, was synthesized under Activity 2.5 in August 2026. Activity 2.6 carries it into structured review with all six LEA teams. Deliverable 2 is due to the Commission on 30 October 2026 and final on 30 November 2026.

What Activity 2.6 Settles

Three things in this record are settled by the Activity 2.6 structured review with all six LEA teams. The index weighting, banding and cadence questions run through that review. The stakeholder engagement record carries the mapping pattern the consultations use, and Deveau Burr Group's session log carries the count and the per-LEA breakdown. And the service-utilization indicators appear as reporting categories with a feasibility flag rather than as figures, because each waits on billing or data-sharing infrastructure some sites do not have yet.

The earlier working design

This record is the same content in the current reading format. The earlier Deliverable 2 working design (the same seven sections with their interactive evidence tables, diagrams and source cards) is preserved unchanged in the archive, and is where the diagrams referenced throughout these components are drawn.

Why This Matters

The evidence base, the index methodology and the brief itself sit in one record, each traceable to the workplan activity that produced it.
