Sunnyvale School District

Sunnyvale is why this cohort’s sustainability findings will transfer. Every argument about funding school behavioral health from LCFF supplemental and concentration dollars fails in a Basic Aid district, and 139 California districts are Basic Aid. Sunnyvale also scoped participation deliberately, taking one grade at one elementary school and expanding in later years based on results. That is a district treating this as multi-year systems change rather than a compliance exercise.

Profile

Deliverable 1, Element 5 · organizational profile

Regional Context
Sits in the heart of the Silicon Valley technology economy, with the fiscal profile that follows. A TK–8 district with no high school.
Populations Served
5,682 students district-wide; 2,122 at the three participating sites. Socioeconomic disadvantage 21.1–41.4%, the cohort’s lowest range, with English learners 17.9–28.4% and students with disabilities 11.5–16.4%. Two of three sites Title I schoolwide.
Funding Model
Basic Aid: community-funded. Operates on excess local property tax at $7,263 per pupil above its LCFF entitlement. The only Basic Aid district in the cohort, and one of 139 statewide.
Board-Adopted BH Investment
$6,931,107 per year under LCAP Action 1.2, “Inclusive and Nurturing Environments Targeted Staffing”, of which behavior specialists represent 57.4%, school social workers 15.5%, and Mental Health and Wellness Associates 5.1%. The LCAP also records the district evaluating the sustainability and compliance requirements of mental health billing, weighing a more integrated internally supported service model.
County BH Relationship
SCCOE Youth Health & Wellness network. Lakewood Elementary hosts a wellness center that SCCOE Youth Health and Wellness previously operated and staffed. Operation has transitioned back to Sunnyvale School District, and SCCOE does not staff the center in the 2026–27 school year.
BHSSA / MHSSA Standing
Within the same SCCOE MHSSA consortium of 31 districts, held at consortium level as at Mount Pleasant.
CYBHI Fee Schedule
Cohort 1 participant, reimbursement received.
BH Staffing (District)
A coordinated district model rather than site-by-site staffing: school social workers report to a lead social worker who supervises across all three participating sites. Both middle schools currently receive social work services.
Existing Screening
None documented at the three participating sites.
SIS And Access
PowerSchool · Clever single sign-on live districtwide.
Consent Model
Grade-split. 6th grade under active opt-in consent; 7th and 8th under passive opt-out. The only LEA running two consent processes in the same building.
