Lake Tahoe Unified School District

Lake Tahoe is the only LEA producing the exact grade-band composition Exhibit A describes, the cohort’s only rural context, and its only fourth county. It is also among the most complete contractually, with every agreement executed, and it brings the cohort’s only TK–12 vertical pathway: an elementary community school, a middle school with an on-campus wellness clinic, and a high school with a wellness center, all served by one county behavioral health partnership.

Profile

Deliverable 1, Element 5 · organizational profile

Regional Context
Rural mountain district in a seasonal-economy town in the Sierra Nevada. The cohort’s only non-metropolitan member and the only participating LEA outside the Bay Area–Ventura–San Diego axis. Its inclusion is the reason findings from this project can speak to rural California.
Populations Served
3,363 students district-wide; 2,214 at the three participating sites, two-thirds of the district. Socioeconomic disadvantage 46.7–59.2%, English learners 12.4–35.1%, students with disabilities 11.6–13.4%. All three Title I schoolwide.
Funding Model
LCFF. Not Basic Aid, an easy and consequential confusion, since neighboring Tahoe–Truckee Unified in Placer County is Basic Aid at $6,277 excess revenue per pupil.
Board-Adopted BH Investment
$1,713,138 per year across two actions funding counselors and structured wellbeing practice, with the LCAP documenting wellness coaches and site wellness center staff working on student referrals for mental and behavioral health needs. MTSS terminology itself is sparse in the plan.
County BH Relationship
El Dorado County Behavioral Health, under executed grant agreement #24MHSOAC008. Wellness center staffing at sites runs through this standing partnership.
BHSSA / MHSSA Standing
El Dorado County holds a BHSSA Phase 3 award plus a Round 4 sustainability grant. The county agreement is held at county level and names no LEAs.
CYBHI Fee Schedule
Cohort 2 participant. No reimbursement recorded.
Community Schools
CCSPP Cohort 3 award, $4.7 million, whose implementation plan names Bijou Community School, a participating BHPM site. The second of the two cases in this cohort where Community Schools and BHPM meet at site level.
BH Staffing (Sites)
On-campus wellness clinic at South Tahoe Middle and a wellness center at South Tahoe High, staffed through the county partnership. Bijou is a designated community school under the CCSPP plan.
Existing Screening
None documented.
