Indicators, Outcomes & Metrics Brief

What should a school behavioral health performance management system count, and how does it know the counts are trustworthy? This working draft answers that question across seven literature-review sections, a stakeholder engagement record, a full index methodology, an annotated bibliography, and a core-document artifact library.

Deliverable 2 activity map

The seven activities the Implementation Workplan Crosswalk actually scopes under Deliverable 2 — 2.1 through 2.7, in order, each with what it produces, who leads it, and where the real output lives. This is the structural map; the section-by-section reading view is below.

  1. Activity 2.1Done — all 7 sections live

    Literature review

Seven-section review of the peer-reviewed and technical literature grounding BHPM's indicator set and BHPI construction — screeners, authentic-voice measurement, automated-scoring standards, MTSS process/outcome indicators, implementation science, composite-index construction, and IMPACTER's own research lineage — plus the full annotated bibliography behind it.

Lead: IMPACTER Pathway & Stanford Medicine05/01/26–07/30/26
  2. Activity 2.2Live — session log pending

    Stakeholder engagement

Structured sessions with LEA behavioral health leads, counselors, site administrators, county behavioral health department staff, and BHSSA grantees — naming measures the people who’d report them actually think are worth counting, and crosswalking each LEA’s existing local framework onto the Commission’s four reporting domains.

Lead: Deveau Burr Group (DBG), with SCCOE clinical staff & Breaking Barriers California support07/01/26–07/30/26
  3. Activity 2.3Live — diagram published in Section 4

Align indicators to the Commission's four domains

Sorts the candidate indicator set into the Commission's four reporting domains — services provided; student demographics & characteristics; service utilization; student outcomes & impact measures — as a domain-alignment diagram and table inside the Section 4 literature review.

    Lead: IMPACTER Pathway
  4. Activity 2.4Live — v0.9 working draft

Define the Behavioral Health Performance Index

The BHPI itself — the real weighted formula (Voice 40% · Behavior 20% · Engagement 16% · Academic 12% · Service Receipt 12%), the missing-data renormalization rule, and the four performance bands (Emerging → Developing → Establishing → Leading), reported inside Domain 4 — Outcomes & Impact.

    Lead: IMPACTER Pathway
  5. Activity 2.5Live — Draft 2a

Synthesize into the draft Metrics Brief

Deliverable 2a itself — the proposed indicator set organized by Commission domain, the real BHPI formula and Wellness Index layer, and the working indicator-count-by-domain chart, synthesized from Activities 2.1–2.4 for LEA structured review under Activity 2.6.

    Lead: IMPACTER Pathway08/01/26–08/29/26
  6. Activity 2.6Not started — begins 09/01/26

LEA structured review + Commission submission

SCCOE runs structured review of the draft Brief with all six LEA teams, finalizes the open weighting, banding, cadence, and data-source questions the Index Methodology and Brief pages flag, and submits the final Brief — Deliverable 2b — to the Commission.

    Lead: SCCOE09/01/26–09/30/26

This activity hasn’t opened yet, so there is nothing to link to. Once LEA review begins, this page will link to the review record and, once it closes, to the final Deliverable 2b Brief.

  7. Activity 2.7Ongoing — no content deliverable

    Project management & administration

SCCOE's contract project-management and administrative overhead for the full Deliverable 2 activity set — coordination, invoicing, and contract compliance across Activities 2.1–2.6.

    Lead: SCCOE

PM/admin was never scoped to produce a document or page, and none is expected here — it's overhead that keeps the other six activities on contract, not a sixth line of content.
